UK adaptation of Global Cement and Concrete Association (GCCA) Global Ratings for Low Carbon and Near Zero Concrete

This paper provides the UK adaptation of the GCCA numerical ratings in units of embodied carbon dioxide equivalent per cubic metre of product (ECO2e /m3) also referred to as Global Warming Potential (GWP), for “low carbon” and “near zero” carbon emissions concrete product for the purposes of procurement.

Summary: Carbon Leakage Mitigation Measures Required

The UK Cement sector requires a carbon leakage mitigation measure that levels the carbon cost between domestic production and imports. As long as there is carbon in cement products, and the UK carbon price is higher than that paid by competitors, the UK cement sector is at risk of carbon leakage. MPA is therefore strongly in favour of a CBAM on cement.
